A bit of history for those who are interested.
Up until before the fall of Netheril, wizards (then known as arcanists who were very much like sorcerers) could cast spells up to 12th level. These high level spells were mainly mythal-weaving type spells, or spells that sheared off a mountaintop to create a floating city. They were NOT wussy spells.
After the fall of Netheril and Karsus's folly, Mystra decreed that no arcanist could cast a spell above 10th level, and 10th level spells could only be cast if given permission by either Mystra or Azuth.
So, to answer your question - I doubt it. Then again, some of the spells that have been talked about are too powerful to be 9th level, so they might bend the rules a bit.
