It is not a cheat. The bonus CD is an extra CD that came out with the limited edition collector's edition of BG2. However, the files that were on that CD are available for download into your installed game. You can download them at http://www.bgdungeon.com and maybe here, but I'm not sure...

The files install three new merchants in the game (I believe that 1 is in the Copper Coronet and 2 are in the Adventurer's Mart). They sell items from Icewind Dale and Planescape:Torment.

It's worth the download IMHO...
