You type Cheat=1 under the game options header in baldur.exe, n the game press tab+space then type "CLUAConsole:CheatCodes()" without the "'s. You can then teleport to any point on the map, for example beyond the locked doors in the same area as the Unseeing eye quest. That's what I did in my first game through.
If you want the entire map you type "CLUAConsole:ExploreArea()" without the "'s.
