You can get 1 part of Kangaxx in the Sewers (the quest you mentioned), but you have to kill a lich to get it that is in a coffin. You can also get one part in the bridgebuilding district. When you have both parts, you go to the dock district beside Maeva'rs building, and there you can put Kangaxx together.
