He doesn't owe allegiance to Cyric if that's what you mean. Cyric is a deity, a Greater Power, while Nerull would be at the level of an Abyssal lord, a non-worshipped being (he does not derive his power from worshippers). So Nerull doesn't really have a portfolio the way Cyric would.
Doesn't do anything in terms of BG2, 250.
