Two more blokes you need to speak to:
1) In the Dock District map, at the south side there will be a drunk pirate, talk to him and get some information out of him;
2) In the inn at the Dock District, there is an armored officer near the bar keeper, he holds documents relating to Isea's relation with slavers' organization. You will need to have to documents as proof and you can get it by either: a) kill him, b) pick pocket him. DOn't worry about attacking him in the bar/inn, no one else will turn hostile on you except for him.
Just go back to Isea's superior and tell him about both the pirate and the slavers' documents.
