You familiar's type is dependent on your alignment, I am assuming you are chaotic good, that's why you will only get fairy dragons. They are not that bad, to be honest. You do not get different familiar when you level up, nor does reputation counts, nothing to do with luck either. It is solely dependent on what alignment you are.
e.g. Lawful neutral gets ferret, chaotic neutral gets a cat, neutral evil gets a dust melphit....well, you get the idea.
