I had bother with this bit too but I know what you're talking about now. You need the Freedom scroll and I stood a small way up screen from the Duergar in the lower part of the map. Cast the spell and he should then appear. This took me two attempts btw and many posts such as yours prior to success. I hope this helps Sweetheart.
