I believe you can get it only if you have the bonus pack? (someone please correct me if I'm wrong?) But I think you can buy it from the merchant in the Inn in the slums (darn this rotten memory of mine!

) There is also an extra merchant in the Adventurer's Mart in the Promenade. They just look like regular nobles so talk to everyone til you find them.
