Sentinel, the first place you might try the is Crooked Crane in the Gates District. There is a secret door, behind which is a lich. There are many different locations throughout the game where they exist.

As for the DemiLich, a fellow by the name of Kangaxx, you may not actually want to face him, as he is one of the most difficult enemies in the game. (Almost, if not actually, an equal to Irenicus)

I will give you a few hints how to find (all) of him.

Basement in Bridge District
Unseeing Eye
Mae'var's neighbor

Be prepared to face the guardians, which are (of course) other liches.

As for Rocs, they are birds, making the expression about the same as "rare as hen's teeth.", or very, very, very, rare, to the point of near nonexistance
