Some chest in the game (like the ones in Seven Vale) are more difficult to "pick" than others, you are better off casting "knock" to open them. Sometimes, you can also bash chest and doors open. You can try the above or get a better thief, I think Jan is better in this case.
P.S. always look for traps before you attempt to open chests.
