The blade of the halbred Wave is in the Sahuagin underwater city, it is with the rebel prince.
As for the "cannot get to area", I've posted on your other thread, please check it out. It is related to the Unseen Eye quest and you can only access that area after you have been given the quest from a priest of Helm.
