If you turn it to the mayor you will get +1 to reputation and a small amount of gold for your trouble.
If you turn it to either family you will get gold, loot, and watch them slaughter each other (heehee)...well, eventually they might attack your party too.
Both will give you exp points, so it is up to you to make the call.
