I've always found the Drow City bit involves a lot of waiting around and sleeping, but be careful not to miss any deadlines given. Try looking in your journal - sometimes it gives slightly clearer instructions than the dialogue - it may say something like "Phaere told me to go to her quarters in 3 days blah blah blah"
