I dont think Charisma does affect prices. Not in BG2 at least. I have heard that it does in BG1, and im sure that it does in IWD, but i dont think so in BG2. Ill email someone wholl know tommorow. That way we will get a final answer on this matter. Im going to ask the overseer of black isle studios forums. s/he is an identitiy used by many BIS staff, and thus will know all the grotty detailsy of all the games made by Black Isle Studios.
