It's a chat program where you can talk to others via their unique code number (a bit like a internet telephone number) Personally I can't get to grips with ICQ and the funky flowery design just makes me want to puke and stop typing.
Another similiar program is MSN Messenger if that rings any bells. I've been trying to use this one but it freaks me out and gags up my PC.
