Spoilers:

Unseen Eyes and Fallen Paladin have nothing to do with getting the paladin stronghold. Go to the Windspear Hills and save Garren's child, after that Garren will recommend that you join the Order of Radiant Heart. And just go the the Order and talk to the guy at the back room (forgot what his name is...). And you don't have to kill the red dragon to get into the order, that's suppose to be a quest later on I've heard.
