You don't need Minsc at all. Delon is always in the government district. If, on the other hand, you do have Minsc, and a certain period of time has passed, Delon will approach you and ask for help (provided you haven't already spoken to him in the government district). And yes, you can also get the Umar Hills map location by taking the quest from the cowled wizards.
