Note the way you get 18/00's is you see if you rolled a high enough total, then take off charisma points and pump up strength to see if the 18 becomes 18/00, reroll if you don't. 25 tries with good totals gives you a good chance to get 18/00. And level 9 is the ideal time to dual class, I think.
