hmm... i think you have to talk to someone major important there... i think its the mayor or something... did you accept the quest of the nobles warring againt each other? you can only have that quest once your done with the quest on helping trademeet against the druids
ps: you mentioned earlier that your finding the shape changer... hmm... (spoiler ahead) he is in the jail (lower area of the mayors house) if that is who you are looking for. did you accept that mission to help trademeet against the druids?
