I don't recall ever having any trouble saving there. (Assuming you are talking about the lair in the Underdark)

It might be that there are residual spell effects in place which are preventing you from saving. Spells like spike stones, death fog, web etc. that are still in effect will prevent you from saving until the spell effect terminates. Also, there may be a monster lurking within range. That too will prevent you from saving. I can't remember if the message you get telling you that "You cannot save at this time" also tells you if it the reason is because "Monsters are still about" or not.
