The Tanner is in the Bridge District in Athkatla. It is part of the Skinner Murders Quest. The Vorpal Blade is a 2H sword which is found in two parts. It is only available if you select the right response in spellhold (see Below for SPOILER). It has a % chance of killing with one stroke.
