Hi Curian,
You don't need a license to cast spells indoors (so you can cast Stoneskin and Melf's Minute Meteors for later use) or when you are "Waylayd, and must defend yourself!" So there are very few situations where you need to cast spells in Athkatla ... if you travel by day, that is.
