The suggestion to go to Government wasn't just a red herring, you know. If you go into the Council Hall, talk to the mage who always tries to fob you off and ask about the wizards that cursed Jaheira, then go outside again, there'll be the head mage of the mercenary group standing there. You can then pay him off, which will stop the wizards from guarding Ployer (and if you like, you can top him right after bribing him to get your money back). Then it's a simple matter of a one-on-one against Ployer. I love watching him try to call in his goons and failing. "Attack! Er... attack! What!?"
