On my first few runs through the game, I didn't really pay much heed to the cloak, I just stuck it on one of my mages and continued. After reading this, I decided to do a test.
I loaded up a game and put the cloak on a fighter, then moved the fighter away from the group to an empty area, and used the cheat codes to gate in 10 hostile Beholders. Pretty neat to see the beholders killing themselves, but after around 7 beholders dropped dead, they all started casting Imprision, and that got my fighter. Ugh.
Considering that there's only one in the game, I don't think it's too powerful. Now, if it reflected weapon damage, then it would be too powerful.
