It is in spellhold. The string is in the area you go to where you hang the pictures on the walls to open a bunch of doors, close to the machine that will make u boots of speed if you put in 15 tokens.
It is worth it - it is a +4 to hit bow, uses no arrows, and does 2d8 electrical damage. It also has a speed factor of 3 or something, giving you 3 attacks per round to start. It also gives the user 20% magic res to electrical.
