don't know about the mage stronghold. there was a thread the other day that went into details about that, just check back a bit.
about the license go to the council building in the government district and talk to some guy, he is just in the door on the left (i think) and pay him 5000gps. you mght have to talk to him a few times to get it, it is only possible under one conversation thread.
