Since you already saved after entering the area, you won't get it from the queens chest.
But there is a fixed Zatoichi Bo in the upper Rapax castle, so unless you need several of them, just grab this one.

The fix one is in the kings treasury, just where you got the queens key. All you need is another parchment.

There are 3 parchments in a safe in the upper rapax castle. You need a key to open it.

You get the key from the constable in the basement (kill him or pickpocket)
