Hmmm..... from memory, the lever only becomes 'active' once you receive the quest from Z'ant. Might seem a little obvious, but have you checked your journal to see if he has he given you the quest yet?
Other than that, I have found the little hand icons to be quite erratic in this game. Often you can walk right up to a door, only to have your hand icon disappear. It only re-appears once you move back a little, I have no idea why but it would seem getting too close stops the hand from working. Maybe you should try moving around a little, to make sure you are precisely the right distance.
