Yeah - I remember having some issues with that lever, too. I think it was solved by moving around and trying various angles until I got it. Very annoying, as I remember. One thing I have found useful for tricky things that you need to get with the hand is getting very close and looking down toward the item. I swear, they make the piles of bullet stones inientionally hard to grab, just to make your party stand around in the road, fumbling over stones with their heads down, while the juggernauts attack from the flank.
