I usually kill him soon (before becoming templar). But in a recent game i was surprised when i entered the rapax castle upper levels without killing him first: the templers were neutral. So it seem that killing him made them hostile in my other games.
If you are templar, you can do a few kills wiuthout them getting mad, so you might kill the constable without bad effects.
