I think the Rapax in the away camp got permission from their demon goddess to go out after curfew. (Note: Curfew = 24 hours a day, every day). Besides, why do you think she was so willing to accept a new templar?

You can sometimes kill people without totally enraging their group. I have an evil party that went around killing people as soon as they thought they didn't need them anymore. After saving Anselm from the Rapax, we promptly killed him. Imagine my surprise when I got the yellow message "Party's relation with the Brotherhood has decreased." When I went back to Arnika, none of the Brotherhood would talk to me, except the bossman (sorry .. I'm tired and drawing a name blank). Maybe he was happy about the promotion.
The Rapax were even kinder. After getting to their away camp, I chased off the Prince. I wanted to get to his chest, but his ladies wouldn't let me, so I attacked. Not only did some nearby Rapax Templars help me, but the Rapax Common were just "kinda mad" at me. I killed the Rapax King, and the Templars were just "slightly miffed" at me! Weird.
