Good luck. I've had the same problem. But if you're really desperate ... BIG OLD SPOILER:
Them there T'rang carry a lot of short staves. I had lots of trouble finding one later in the game until I accidentally ticked off Mr. Z'Ant and got the T'rang on my case. Then it was a short staff extravaganza. I think it is the Watchers who carry them. Of course this is a pretty extreme solution to such a small problem.
