Creating potions while in camp is a special ability of Alchemists only and doesn't happen everytime you camp (it seems to happen toward the beginning of the '8 hours', so my recommendation is if you're all healed and spell point regenerated after a short time in camp, don't wait the full 8 hours to see if your alchemist makes a potion).
Potion mixing can be done by anyone with Alchemy skill, but I think the lowest skill level that allows any mixing is '15' which allows.
