I can't confirm the numbers, but have no reason to doubt them, either.
Ziggurat, Modern Weapons are the only ones not affected by Strength. I'm not certain whether the Eagle Eye penetration applies to them, but I know of no reason why not, neither logically nor from reading game descriptions of the skills.
