There's a room in Marten's bluff (right past the main entrance to it you'd see if you had walked up to it from the Swamp) that has 4 clear walls. Off to the side of that room are 2 control rooms. In one of them there are controls that will lower a lure dummy into the room with the clear walls, once that dummy gets lowered, it's what you use the rapax perfume on. Wait approx 5 minutes and the spy will show up after that.
