I have always done the Flag and the Rapax Assassin before I do the Umpani, but I've also read that you can select the raven rapax head, so that your mouse pointer changes to it, hit esc, then use the head to click on Z'Ant, and that will work. Get him to talk to you first, rather than you talking with him.
