The three prisoners are completely unimportant. The first game, I opened their cells. Nothing special came of it. After that, I never bothered with them again. Maybe this is another of those "no time to finish up a side quest" things.
Whichever, just ignore those Rapax and get on with the game. As KraGorn said, they have nothing to do with Al-Sedexus or anything else.
