I have only tried Hypnotic Lure a few times, but it doesn't work against really dumb critters like crabs. I don't think I'll use it again, the sound it makes is truely annoying. If I need a distraction, I go for Canned Elemental (can't cast it yet}. And yes, you can initaite combat and throw it before enemies attack. It helps to get the jump on them if you have the Warning Wolf (Shadow Hound?), or whatever, on.
