In a sense it does. Increasing your "shield" skill will offset that decrease though & increase your porformance.
They way it works as ive seen people explain it is that with dual wielding you get a performance decrease. Once your Dual Wield skill hits 100 its the same performance as if you were using 1 weapon. (otherwords 100 D/W sets you to fighting capabilites on par of someone with only 1 sword but with the ability to D/W).
Shield's also recognize under some formula that your dual wielding. "But" because its a shield its not as pronounced as say having a weapon in the 2ndry slot. Increasing your "shield" skill will offset this slight perfomance decrease & once your at a certain point in skill it will increase your capabilites.
