Two points:
1) Casting power is related to both the realm skill and the magic skill, so for Nuke you need both fire and Wizardry
2) The lvl 7 spells require a lot of both, but not 125. At 92 mental and 91 psi, mindflay would only cast at yellow. I now have 97 mental, 94 psi and can cast in at lvl3 green and 5 yellow. At this rate by 100, 100 it should be all green.
