I don't think you need to talk with the Don, my party didn't and he still showed up. Although it was not on the road, it was in a wilderness section of the swamp in the SW area.

I had killed that "rattus rattus" guy who asks you if you want to rob the bank (i say yes to get the zip gun and then attack him) - to me he's a little rat bastige and you can get an ankh of speed off of him sometimes (save it before you whack him). So I never could talk to the Don as I guess this messed me up with the Rattkins, I had to put a hit on the Don instead
