You avoid He'Li because she will find out that you're playing double agent and want a payoff

Also, a friend of mine said that in one game, he paid her and somehow he got found out by the T'rang (or the Umpani, forget which).

I therefore stay away from her, and have never had any trouble with working both sides of the street.
