Ok your request is a little confusing...are you trying to get to a teleporter to Marten's Bluff through the Umpani Base? If so, try pickpocketing the cashier and when you come up with a key, use it on the room behind him...look under the rug.
If you are trying to get to the teleporter IN Marten's bluff without angering the T'Rang...go through the mines...after that, you can find paths through Marten's Bluff that won't keep you going through the mines every time you use it.
