I haven't personally, but I can envision some of the problems.

1) There's a misconception that monster levels are entirely determined by your party level, which is false. Every area has a minimum and maximum monster level. The level of monsters generated MUST be within that value. So if you walk into an area that's, say, level 10-20 monsters (purely fictional), you'll meet up with a minimum of level 10 monsters. And no matter how skilled a level 1 party is, their HPs just won't be enough to take on some of the monsters at that level.

2) There are also a bunch of "preset" encounters. For example, Nessie is always there, and always the same level no matter what level you are. These preset encounters will often be too tough for a party of level 1's for the same reason as mentioned above, too few HPs.
