If anything I've noticed better (higher quality) drops in my Expert game than I did in my Normal game, but I'm going to go with Vap and agree that it's probably just random.
The random bit is a little bit annoying at times, especially when you know what you're missing. However, alot of the items (not all though) seem to be duplicated on NPCs, so that if you pickpocket, you increase your chances of getting some of them. Of course, what items each NPC has seems to be random as well (no idea how it works with the new patch, I kind of glimpsed over the changes and decided not to patch until I've finished with my current game, I like my pickpocket.
