There a certian places, particularly in Trynton, where the NPC guards seem to get stuck and just stare at each other. I found that if you just go to the map screen, it will help them get moving again. You may have to do it more than once to get them compleatly unclogged, but it's a lot easier than camping or saving and reloading.
