Because you have enough spell points to cast a level 7 Elemental. If you do not specify the power level before you target, it targets as if you were using all available spell points even if that power level is red. A canned elemental is a 6th level and is shorter/smaller than the 7th level. Try my tip of choosing the power level first and then see how often you get the :tone:.
