You can learn it from spell books, you'll need an book of return portal and an book of set portal for it. (you can't scribe the books if you don't have the appropriate level of skill for you're characters)
You can however learn the spells through character advancement....i believe my bishop learned the spells at level 14 and my mage somewhere around level 10 / 11.
