I would pump the fighters level up points into shield instead of modern weapons. My fighter is currently level fifteen, and has spent all of this points on sword, close combat and shield. His AC is in the mid teens, and he never gets hit. Everything that attacks him is either deflected, blocked by the shield or does no damage. The fighter should be attacking from range only rarely, so let the modern weapons skill creep up through useage. Once you max out sword (around level 12), then you can use those extra points elsewhere. Also, the shield skill description says that is helps the character to penetrate with attacks. This may help the fighter do more or more consistent damage.
